The terms "cosmetic" means any article intended to be used for rubbing, sprinkling, cleaning, beautifying, promoting attractiveness and for maintaining health of the skin and hair.
The Japanese Pharmaceuticals Affairs Law regulates both cosmetics and so called quasi-drugs. Quasi-drugs are products which are applied to the body for the purpose of cleaning teeth, deodorants and hair colours, etc.
